FMDS Criteria for Selection of Overseas Student Recruiting/Education Agent FMDS welcomes overseas student/education recruiting agents who wish to represent FMDS. Overseas agents must meet the following criteria. Compulsory Requirements

Code of Conduct for Agents • Agents must not contravene any clause stated in the Agent Agreement Contract. • Agents promoting FMDS’ programmes must be aware of relevant Singapore laws and regulations of relevant government agencies (ICA, CPE, MOM etc.) and not go against these laws and regulations when promoting FMDS’ programmes. They shall also conduct themselves with due regard to the regulatory conditions in the market(s) in which they operate and comply with all applicable national laws, regulations and official policies. • Agents must conduct themselves with the utmost professionalism and take care not to compromise FMDS’ integrity and the integrity of Singapore as an education hub through any unethical practice. i.e. misrepresentation, fraudulent claims or any actions. • Agents have the responsibility to provide clear and concise advice in communicating information about themselves, FMDS and potential students in published, oral or any other form. They shall not knowingly or by a failure of professional standards provide or disseminate false, incomplete or misleading information. In particular, information provided to potential students shall be sufficient to enable them to make an informed judgement. This standard requires agents to provide full, honest and accurate information about FMDS. • Agents shall promote themselves and FMDS fairly and without recourse to unfavorable or negative comparisons with other institutions, or otherwise employ unfair or unprofessional practice to damage the interests of other institutions. • Agents shall act at all times in the best interests of students or prospective students as well as FMDS. They shall offer advice and counseling and provide information to students, and where appropriate their parents, in a manner consistent with this principle. • Agents shall conduct themselves with due regard to the need for transparency and openness in all their dealings with FMDS.
Note: FMDS will take appropriate, timely and necessary actions (including terminating the contract) when any agent violates the contractual agreements and/or code of conduct.
Pre-course Counseling Duties In pre-course counselling for prospective students, agents must and are required to cover minimally the following up-to-date information before students enter into any form of commitment: - School’s location(s) and a general description of the facilities and infrastructures; - Application requirements and procedures; - Course counselling to match the aspirations of the prospective students with the course learning outcomes; - Type of certification awarded at the end of the course (certificate/diploma/advance diploma/degree/master/PhD etc); - Opportunities for further education after graduation or job prospect after graduation; - Total payable fee throughout the course duration. Fee must be transparent so that there are no hidden costs; - FPS adopted by the school, payment methods and schedule; - Student contract clauses; - Refund policy; - Transfer and withdrawal policy; - Students’ support services; - Course admission requirements and any exemption (if applicable); - Course modules and outlines; - Course duration and assessment schedules; - Promotion and award criteria, including any special condition; - Reference to CPE official website (www.cpe.gov.sg) for more details; etc.
For international students, additional information must be provided for the following areas: - Relevant Singapore laws especially those relating to ICA and Ministry of Manpower (MOM). These includes, but are not limited to, immigration requirements, laws on driving, drugs and alcohol abuse, employment, smoking, traffic and littering; - Visa and student’s pass application requirements and procedures; - Advice on personal and medical insurance; - Advice on accommodation and the cost of living; - General healthcare services in Singapore; and - English language proficiency requirement (if applicable).
Monitoring of Agents FMDS has put in place a comprehensive monitoring process for all engaged recruitment agents to ensure that they conduct proper pre-course counseling and abide by the code of conduct. Following areas will be monitored: - ensure that agents do not collect any money from the students under any circumstance (other than the fee or commission specified in the agent contract); - ensure that any new agent is adequately trained so that the agent has a sound knowledge of FMDS and the course information; and - ensure that there is strict adherence by agents to the code of conduct during precourse counselling for students.
